Its better to have loved and lost because you learn what to do and what not to do, and you gain experience, for the next time you go out and find a new boy/girlfriend.

However, Sasuke can't go out and find a new family.

It's harder to get over the loss of a family then the loss of a boy/girlfriend, so that quote doesn't apply.

Sasuke had it all, and lost it. Naruto never had it, he doesn't know what hes missing. Sasuke knows what it was, and wants it back.
