I believe the reason Sarah Palin is stepping down is purely personnal. It seems that we have lost sight of what Ms.Palin went to school for, it was journalism. Sarah will be the new Rush, the new Hannity. Its not a bad move just look at the money Rush recently received for renewing his contract, now instead of being talked about, she will be the one talking.
