Personally I think this vid is really cute. ^^ If you look carefully u can see that he got a collar hidden under his fur as well so definitely not a stray. Arg, I felt so frustrated after reading all the comments. So, there was a flood in Thailand which explain the water and it looks kind of greenish because it's dirty! It's not a chemical or anything. As you can see there are also some dry area; the dog can climb up by himself. Also, Thailand is a tropical country. Because the weather is hot, the dogs like to play in water! He was tired from playing and fell asleep. I hope this helps clarify things more or less...
