Obviously Jagex cares or they wouldn't be taking such a large amount of time/resources to remove botting. No one has ever been banned 3 days after they start botting for the first time, unless a Jagex Mod sees them in game, which is rare.
Jagex always makes sure they are 100% accurate when banning botters, which takes weeks of observation.
