Speech in Support of a Balanced Budget Amendment

I really don't expect a balanced budget amendment is going to be effective. It is a admendment to encourage the congress to take action that has already been acted upon in prior legislation to balance budgets. It is time to sit at the table, bump a few elbow and come up with a plan, vote and then adapt to the changes that result from those resolutions. That is what governing is, right?
