I only recently found out who it was by and the real title. Thank you very much, let's hope a better quality copy surfaces one day.

My artist friend has identified the animator--Danish artist Lejf Marcussen. The film is called, Den Offentlige Rost (The Public Voice, 1988). As the late historian William Moritz wrote in 1997: “ The Public Voice starts with a painting by Belgian surrealist Paul Delvaux and appears to zoom in on a detail, but the zoom continues into imaginary space, finding impossibly complex images hidden inside the smallest spot of each passing figure...." Dali & Marcussen appear in it and it is done by hand

The surrealist is unchained - his canvas is completely blank, free to do whatever he pleases to express, to convey, to give true insight into his mind and into humanity's abilities which are so very seldom tapped.

It was aired in Australia on Channel SBS a program called Eat Carpet...they played some very trippy stuff and short films etc...The credits said something Like "Europe in 3 movements" there was another 2 clips that I have but they were no were near as amazing as this....I may put them up anyway...but they are average....one of them was a European landscape changing through the seasons over the year (which wasnt too bad)....and the third clip was a psychedelic array of images and strange stuff.

i too taped this about 20 years ago on a chanel 4 art program, i'm sure there were credits at the end i will try and dig it out and see.

I too had this video, recorded a good twenty years ago, off the tv, but I only had it from the second half, didn't even know there was any more.
It is brilliant - gives your brain some exercise as well as being fun. I too wish I knew the authors.
