I don't have a specific explanation, but a common trick by the guys in charge (namely Justman) would be to put worse things in, which the Standards and Broadcasting people would immediately ask to have taken out. The 'censored' version would still be riskier than average TV by comparison because the really crazy stuff had gotten the censors attention.
