I'm from his region in Khorasan (NE of Iran). definitly it's not Tehrani's persian. it's Khorasan's old way of persian talk. but he sings in Khorasan's Azerish accent and Kormanji (Khorasan's kurds called Kormanj)

The reason you hear different elements, its because kurdish is iranian language sharing lots with persian/farsi, and turkish also has persian words in it.
