To clarify: Thompson only started the widely discredited rumor about Muskie's addiction to the fictional "Ibogaine".

The significant and damaging "Canuck letter" (purporting to document Muskie's vituperation toward Quebecois Americans & Canadians) was made up by Nixon's "Ratfuckers". When Muskie declaimed this letter as fraud, and furthermore defended his wife against some dumb rumors, he had his notorious "melting snowflake" incident, where, it is said, he cried. He denied doing so.
