I think they added the more lighthearted music in the background to let the watcher know that the song was something commonly sung or played around the West District. It was supposed to be a lighthearted song, to make the people there feel comforted and remind them of home.

And without the instrumentals it would seem like more of a melancholy tune due to the situation. Does that make sense? D:
