It is rain water - we had a micro burst over the city that afternoon (basically an intense rain storm that didn't move - stayed stationary and dumped everything over a narrow bank of ground). Also that Street (Elizabeth st) is also built over an old creek bed back in colonial days (hence why the cross streets on each side go down hill to it) that was covered up in the 1850's (and put into a drain that sometimes cannot cope).

Whoever said about the cars , I agree. Driving in thier cars without indicators which I noticed , or even emergency lights , is just plain stupid. Melbourne do we keep driving in a major disaster or do we stick together. Thanks for the vid ?
