Hearing you say that you are aligning on Polaris is enough for me. You already aren't doing it right...by aligning ON Polaris you are building in a 43 arc-minute error into your RA and DEC alignment.
The correct procedure is to align on a point about 1 and 1/2 the full moon diameter, towards the star Kocab in Ursa Minor. If you align exactly on the NCP your DEC (alt) motor will not have to keep making little jumps as it tries to compensate for your Polaris error.
a fork on a wedge _is_ an eq mount. Eq just means a mount with one axis aimed at the pole. There are many types, but you're probably thinking specifically of the type known as a _German_ equatorial mount.
The key thing to keep in mind about this method is that the OTA does not have to be perfectly parallel to the tines at the outset. But if you insist, use any device to measure the angle of the base (any arbitrary initial position will do) and then set the OTA to be at the 90 degree complement of that angle. At this point, the OTA is nearly perfectly parallel to the tines. After making the video adjustments several times, the OTA will be more accurately parallel to the tines.

What he is saying is correct, you need to align the mechanical axis of the mount with the optical axis of the scope in order to ensure that the mount and scope are in sync. You can then use that alignment to polar align the mount with Polaris. He is showing the old school way of doing that, needless to say when you are buying a mount, make sure it has a built in polar aligning scope and you can bypass all this, or GOTO, where the computer does the alignment.
At 2:05, is speaker suggesting that I should actually put a level on the fork, and turn it till its level - or, if I have leveled my mount, and centered the RA, should it inherently be level?
You can set highpass filters to cut below any frequency, If you cut below 100 hz or so, it would kill most of the wind noise and wouldn't effect the vocal at all. But windscreens are the best solution.

Highpass filters will also filter his voice out--and anything else. A sock or any piece of cloth over the mic is enough.

It's a Meade SCT (Schmidt Cassegrain). They're not cheap, several grand for the cheapest ones.
