He returned a kick and then another punt just over a month ago. 19 return touchdowns in his career (18 not counting the missed FG return), in only 5 years of returning kicks. Not to mention he just started returning kickoffs full-time this year. He holds the single season record for kick returns as well. He actually broke HIS OWN record in 2007. It's not even close. He's the best ever. He'll triple the all-time record.

Hester, in his fifth year in the league, has 13 return touchdowns (not counting a missed FG return and his Super Bowl return), which is 3 more than Cribbs has (even though Cribbs has played one year longer than Hester). And keep in mind that Hester's touchdowns came in high-pressure situations like the Super Bowl. Cribbs is great, but Hester is clearly better.
