you should be able to kill the guitar guy and then steal the guitar and use it as a weapon or jjust be able to play music

I don't see how you notice if they're losing health or not.
And anti-rad suits prevent you from getting rad, they dont nuliffy the rad's effect on you if you have it.
In other words, he wouldn't even have gotten a rad level. As long as he has, especially a critical level of rad, he should lose health.
Hence, he's cheating.
