hey! you're beautiful! and ur skirt is pretty sweet. i was just wondering though, i thought the first song, the one from Gypsy Caravan, was "pena," not "gipsy song"... i don't know, maybe i'm crazy... :)
This skirt has 2 bottom ruffles - the under layer in the red and the over layer in 5 strips of loud contrast fabric. Using contrast color really shows the skirt swirls. You can just add a strip of trim for the easiest. Make a tie waistband or use hooks - too heavy for elastic! TBC...

OK all, here are the fast & furious instructions: 3 tiers of light cotton. Using 45" fabric, cut 4-5 strips the full 45" long X 1/3 your length. Double the number of panels for the middle tier, then double the number of panels of the middle for the bottom tier. TBC...
