None of this equipment is good for fully reliable target recognition. There is a point where if target identification is vitally important, then strong white light is the only way to tell who and what you are dealing with. For example, in none of these pictures would that object be clearly identifiable as a firearm.
thermal is good for finding people but its not good for identifying people. it cant show a clear face like nv can. so for police i nv might be better. also nv can cost from 300-5000 were thermal starts at 6000 and can go up to 20000.

@jarhead2966 Agree about ID. Thermal today (like the unit that was used in this video) starts below 5k but you are right - sky is the limit...

the thermal really seems to show more contrast when someone is ducking behind that chair! its pretty impressive. glad they arent after me haha
