right, my cpu fan is doing that to, from what I have gathered my cpu thermal paste (thing sticking cpu to fan) has melted... however in your case i would just recommend replacing it... as something as simple as that can lead to further problems (trust me its happened to me before)...
but if that is a new fan then you may need to look at the thermal paste as i said... if all else fails, it maybe the fact your case hasent got anti-vibration protection or its another component making the noise...
The fan that Intel core i3 processor use are so quite
weird since they come with the processor

I have since replaced the processor fan and all is much better.
