Well, I recommend that you start by getting a good selection of stock footage of things such as explosions, fire, guns and so on. I use Action Essentials 2, which I bought from Video Copilot. I really advise you check out there website and buy some of there stuff, it's really worth the money!
From there, just use your imagination create whatever you feel like, or stick to a theme that can relate to your movie (e.g. GoldenEye = Russian Cold war theme)
