We live on hills, this whole region was built on hills, mountains in a place where it seldom snows, especially this much. Come on over and try to drive on snow & ice, up & down hills. Looks like he's doing about 20, which is pretty safe for the conditions. Also, notice the date, it's just after the snow first fell so everything's fluffy and offers pretty good traction. In 6 days those roads are 2 inches thick with rutted ice, and much more difficult to drive.
