This was Seth Macfarlane's way of saying that he likes Lady Gaga, and rightfully so. Most people think that she wears random clothing to try and act weird, all as a marketing strategy, calling it her "art", and immediately get turned away by that aspect. That's the stereotype. In all actuality, Lady Gaga is a phenomenal artists, and yes, she's a true artist. Look into her career, study her interviews, and educational background and you might be surprised.
