His gather step makes no sense its clearly his first step. Correct me if I'm wrong! Like after the live dribble and when he actually takes his step in which this video calls gather shouldn't that be counted as his first step. Because if that's the case then players can stay on the move after a live dribble and take an extra step if they "gather".

The foot that's already on the floor when he gathers it is the "gather step", not the "first step". It's the most common misconception about traveling.
