@kshayk0 In order to be able to serve puffer fish, the chef needs to go through intensive training and examination. This is so they know how to remove the toxins from the fish's body. The license exam ends with the chef eating his own dish - therefore if he/she does not do it properly, they end up poisoning themselves. The toxins do not have a 100% mortality rate - it's all about keeping the victim alive until the effects wear off.
