I used to work as an animator so I can tell you from experience that compared to most kinds of hand-drawn animation it's actually quite easy - as long as you have the equipment. Since you are tracing from live action footage the animation is already done for you.

It's called rotoscoping and it's done by hand-tracing each frame from a sequence of live-action film.
