Anyone who's ever own an octopus (which I have) could tell you this is a clear act of stress. It's comparable to how you see unhappy zoo animals will pace back and fourth in their own areas.
I can't judge the sizes very well from this video, but I can GUARANTEE your tank is too small and your lack of hiding areas and live rock for bio filtering is inadequate.

for a bimac, about 50 gal for mabey a pigmy probly about 35 gal... anythign bigger then a bima, well bigger tank (must be a species tank!)
