True, but that was only so gamers wouldn't confuse her with Celes, and I reckon probably to add to her 'non-human-half-Esper' image, same way her name was 'Tina' in Japan but became 'Terra' to English to make her more exotic.

But she was initially designed blonde and most of her concept art, plus her character in Dissidia, feature her as blonde.

It depends what you're loyal to, her initial char design plus Amano's art of Terra and her new image in Dissidia, or her ingame version.
