It seems they didn't care about the case because the guy was killing prostitutes. You see the police trying to find the criminal ONLY after Queen Victoria intervenes - because she was suffering public pressure, had received letters of women asking for her to find a solution for the murders. In my conception, they didn't put to my efforts to find the murderer because of pure prejudice - if the victims were young women of good origin, they would have arrested half part of London!
@laurids2007 I totally agree with you, and I think it's still the case sometimes. Prostitutes are looked on as throw-aways in society. It seems it's only when it reaches high numbers (Arthur Shawcross or Gary Ridgeway) that the killings get the attention and then the police feel the pressure. That needs to change! All people should be valued!

I have looked on the Zaandam passenger list 7th October 1890, there is no James Kelly or John Miller.
