GTA IV no question, the technology powering it and its super high production values make it so much better, the city is so much more alive and breathing, the sound is 10 times better, the car physics are infinitely more realistic and more fun, there are helicopters, advanced ragdole physics, plus way better hit detection, and SO MUCH better AI, there are more characters on screen, the missions are so much better, the story is better, mafia is a lifeless game that deserves the 7 and imo worse.

Mafia 2 has a better story, but GTA 4's story is also good and was much longer. Mafia 2 had better graphics, but GTA 4 was released in 2008, and it had very good graphics for the time. There's lots of side missions in GTA 4 and more to do, I found Mafia 2 too linear. Mafia 2 is a great game, but i'd have to go with GTA 4.

@MKDando I'd like to point out to everyone that one of the big reasons Mafia's graphics are more polished is because the game has so much less going on on screen. The physics are primitive and there are rarely many NPCs on screen. GTA IV still has far far far superior technology powering it, despite it's age.
