Bad overtaking. It was in a corner, there was oncomming traffic and he didn't have enough speed (let alone room) to overtake you. Clearly he doesn't belong on the road if he can't even 'protect' the weak.

What you need is a curb feeler with a orange flag. This touches the car before it touches you.
Not only will this result in wider overtakes; it also makes an alarming sound inside the vehicle.
