Your moms friend should have been advocating for a certified interpreter to show up immediately or recommend they completely cancel the charges based on the fact that the interpreter didnt show up, and the amount of trouble and embarrassment your mom faced from the cops ignorance. If anything like that happens to anyone reading this... complain to the ITP!-they have an obligation to take some kind of action.

I am in an ITP, and I see many clear violations of RID/NAD's code of professional conduct on the part of the friend cop. As you mentioned, conflicting roles, and I can think of some other violations too. My program takes disciplinary action against students who take on these kinds of interpreting situations.

All state law is different what your mother did wrong was speeding. $300 fine for 4 mph more than speed limit is silly to be honest with u that way to much for that amount of speeding limit. In new mexico law police officer who knows ASL is not allowed to intptpered for any deaf or hard of heaing in court they can get in trouble for that. I dont know about your state.

I have never had problems with hearing people when it comes to writing back and forth... I guess it has a lot to do with attitude. The justice system is so powerful and sometimes unfair. If it is only a few hundred dollars, I would better off to get over with it and make sure I file the complaint against the poor service at the court and the unprofessional behavior cop.
In my state, we have interpreter licensure. It is against the law for someone to interpret without a license. The licensure board is 1/2 deaf and 1/2 hearing (interpreters) and is responsible for licensing interpreters and has a grievance process. Licensure has made a big difference in the state. For example, the 'cop/interpreter' in your situation would be breaking the law. --Maybe look at requiring interpreter licensure in NV...?
If your mom returns for a follow up, perhaps it would be beneficial for her to have a lawyer? When lawyers start speaking their justic jargon about equality, it scares authorities because they don't want to be sued!
This really sucks. Your mom should have walked away from them and bring the interpreter next time she comes back. I really hate how the justice system manipulated your mother. It's not right. PERIOD.
