so the drive of the bus can see the people. if it wasn't there they can be close to the grille and the drive will not see due to it being a blind spot.

it's so the kids know how far to walk out in front of the bus.

all school buses have them on the front so the kid has to cross about 3 feet in front of the bus to prevent accidental run overs

@bronzeonion some little girl was killed when she crossed to close in front of the bus. The driver did not see her and drove foward. Since then, they use the bar so kids don't go out of the driver's view, to close to the bus.
