i made one and i made it way diffrent! i used a smiler thing but i used a small playdough bottle and put a straw in the side to make the hir not as strong i can make it high like a air horn or sound like a fog horn :)

I made a massive one of these, seriously it's about 75 centimeters longways and 10 cm wide and it sounds like a fog horn, unfortunatly the ballon has escaped the tape and it makes its majestic sound no more

I got a plumbing tube instead of a straw one of those massive cardboard tubes instead of a medicine thingymajig and sealed one end of the tube with a balloon and kept the tube and the pipe together by duck tape and drilled a hole in the thube side and voila.
