Huh? No, the half-life (decay rate) of each element and isotope has been measured independently.

Because it is consistent. If you have different kinds of decaying elements then they will give the same answer if measured correctly. There is obviously always an error rate, but you will find that a variety of tests will all give you more or less the same answer.
