Important insights from Zelikow; future behavior/outcomes can't always be predicted from history, but history is useful for understanding situations and possibilities.
Also, to better understand why people/institutions/nations have made the choices they have, and to predict the choices they might make in a given situation/the future, it's important to understand how they see the world, and what they see as their options.
