He was right the first time, but then it just got ridiculous. The goalie was off his line and let the ball in - why retake the penalty? The goalkeeper's already lost out. And the players came nowhere near entering the box after the first couple of times. Terrible refereeing, and anyone who thinks otherwise is a moron.

It's not about rules, the point is handling of rules. No one pay such attention about penaltie as this referee, because FIFA/UEFA didn't paid enough attention to this problem at the start. Today this is normal that players cross the line before whistle. I think this referee could be paid, because of excessive attention to this "normal practice" of crossing the line. As an alternative he maybe had in this game some errors, that he had to rule somehow. It's not that simple. Sorry for my english

Possibly because other players were entering the penalty box just before the kick was taken - which is not allowed whether its the attacking or the defending side. Also the keeper could have been off he's line before the kick was taken which is also not allowed. Both fouls result in the kick being re-taken.
