Victoria has a very specific plan in mind for how she is going to kill Bella and so she keeps her distance while still drawing closer to her target. Another reason is that she doesn't know the Cullens are gone and so she doesn't know that Bella is left completely unprotected. I think she also wasn't planning on have a pack of wolves or shape-shifters being there to protect the normal world from supernatural danger.
