Yes the Beer Garden is a nice place with good atmosphere, there are plenty of girls looking to meet guys in there as there are in many other locations around Pattaya.

Yes I have been there, there is most famously Walking street with its high end entertainment, many bars and clubs, there are lots of other areas too, maybe you could join pattaya-addicts dotcom as this will give you a good idea of what to expect

Food can be as cheap or expensive as you want it, you can eat in the Thai food places where 30baht (less than a dollar) will get you chicken and rice meal or for example my cafe an all day full English Breakfast is 90baht includes tea/coffee & orange juice which is about a dollar and half or of course you can eat in expensive restaurants but normally your only paying for the surroundings and decor, the food is not that much better.

Clothing is cheap also and 20 bucks would keep you busy with company all night.
