From beginning "Watashi wa senso ga suki da" till the end "Saa Shokun, Jigoku Tsukuru zo" there are many changing of paces in the tones and emotion in the speech. I personally think that Nobuo Tobita is done good job in acting the madness of major at here. May be it is not suit your taste at here, but it still far from lame IMHO.

それに、だいだい英語版始め海外版は日本語版の声優さんのを参考­にアテてるはずなんだから、比べるのはあまり意味が無いでしょ。

I've become aware that whatever I hear first, english or japanese, I'll always enjoy over the other. I love Neon Genesis Evangelion dub over the japanese one, yet I love the Death Note japanese over the dub, just as an example. Sometimes this isn't the case, but it's just an observation I made.

I just heard the english dub of this and it's pretty good since the voice actor uses a german accent which makes it epic. But the japanese one is pretty good as well.
