Azerbaijanis claim that the population of Nagorno-Karabakh were settled by the Russians on and after 1828 by showing a survey that proves Azerbaijanis were the majority population of Karabakh before 1828. This is extremely misleading though, because the region in question is Nagorno-Karabakh (Mountainous Karabakh) and not the whole of Karabakh. In that SAME survey, the population of Nagorno-Karabakh was around 94% Armenian (yes, BEFORE 1828).

The settlement of Armenians took place after the adoption of the treaty of turkmenchay in 1828.
