A blowoff valve, (BOV, sometimes hooter valve, not to be confused with a dump valve) performs the same task but releases the air into the atmosphere instead of recirculating it. The blowoff action produces a range of distinctive hissing sounds, depending on the exit design. Some blowoff valves are sold with a trumpet shaped exit that intentionally amplifies the sound.

any RB is sluggish under 4000?? that is a wild claim. it all depends on the setup and what turbos etc and what you want the car designed for.

for the RB26 an Os Giken 3L stroker would make ful boost by 4000 cos any RB is sluggish under 3000-4000

But, just like Niikura said, expanding the bore can hurt response. That's why the Mine's car has stock displacement.
