@Warlord795 To answer your question. No the Guards are part of the Army (Infantry) and as such have no policing powers. Their role is to fight as infantry, or be on ceremonial duty. They protect the Queen and heads of state should a situation arise, and they are allowed to defend themselves from the public should they feel threatened. But they do not have any arrest powers or police authority.
They do sometimes help police in blockades around royal/important places
Regardless of how you came across these items, they are not yours. They are owned by the constabulary, since all equipment and items of uniform are issued to officers, but remain property of the police force. You could be looking at a charge of handling stolen goods.
