Sounds like an EGR sensor.All you need is a new one and it plugs in..I have a 2001 windstar and the mechanic wanted to replace the engine after installing new spark plugs,and wires plus a doughnut on the manifold.. The sensor only cost $24, and I put it in myself..that was 2 yaesr ago and we still use it..
i saw a 1998 ford windstar yesterday, i spoke to the guy selling it and all he wants for it is $650.00 cash, it seems to have no issues or problems as far as how it ''runs'', but just small things need to be replaced, like the side-door handle, rearview mirror, driver door a little loose, needs a stereo system, and a good paint job....other than that it is a blessing from god, my gal isnt interested in it, but im buying it, i dont give a fukk, i NEED transpo.

@blueshadow1996 if a belt is going bad, esp on these vans, it will squeal. or it could be a pully, something with the belt is going out
