Dark and Daisuke dont notify the police, the grandpa and mom usually do. But anyway, if they didnt notify the police, it would take the fun out of being the legendary 'phantom' theif, and im sure u guys all know hes a fun loving person. Plus it shows how good of a theif he is, that he can steal things WHILE they're watching, and not able to do a thing.
