I was actually beginning to like the Senator. This wouldn't be the first time they've turned a complete asshole into a likable character, then killed him off right after. Look at Ryan Chappelle (seasons 1-3) and Lyn McGuil (Episodes 4-13 of Season 5!) I never thought I'd say this, but RIP Senator Mayer!

He's a villainous private contractor (an illegal version of Blackwater). During the interquel between season 6 and 7 (24 redemption), Jon voight is revealed as the guy who is laudering money from "sangala". Payments from Juma for the cache of weapons he's supplying him. He's a conspirator because he was the main "go-between" for General Juma. That's why Juma called him when he hit a snag while trying to take the president hostage.
