it's a spirit possession dance. Khmer people call it pleng arak ("devil's music"). Khmer Surin, Buriram, Sisakhet, etc. call it panjoul memoat ("the spirit enters"). The healer gets possessed by the spirits that cause illness and then gets rid of it. looks like at around 1:00 the drunk guy goes to take a piss and gets his stuff bitten off by a ghost lol.

it would be incorrect to say it's devil music as in our culture there is no such thing as devil. It is a Christian concept. Arak too us are natural spirits. Equating animistic belief with Christian can be tricky, keep that in mind.
