does every arabs recite quran with correct tajweed? and for non-arab how can we recite it with arabic lahjah?

I can't answer the first part since I am not an Arab, but as for the second part, the more you listen and practice, the better you will become inshallah ... and it helps a great deal if you practice with a sheikh, or at least with a competent recitor, so you can get immediate feedback and advice.

its pretty easy.. if you take it seriously just try to learn arabi qaida in which arabic words are there.. practice those and you will inshallah improve your tajweed.

from wat i know, lahjah is some kind of tongue technic, one of the rules to perfectly recite the quran that one must read it in arabic tongue... however this rule is optional, one can recite it in their own tongue as long as the huruf is in their correct makhraj and the meaning of the quran is not changed... 'Innallah ha 'ala kulli syai'in qodir'

the recitation started from surah hud(103) which tells about the torment for disbeliever.he cried at ayat 108:
