Ah-ha!: I have found a Walter Marks at Wikipedia; webpage states:
"Walter Marks (born 15 January 1934 in New York City) is an American film and musical theatre composer and lyricist."
Interestingly, that is all I can find re him online, & there is little info at Wikipedia anyway; e.g. there is *no* mention of this particular song!
However, I've managed to find the lyrics & sheet music online! Just go to Google ...

Thanks for the upload. It's got the excitement of a traveling circus show, complete with tinkly piano, cymbals and oompah tuba.
