yeah but its not his fault that he is in a series of games that change everytime and never keep the same characters i mean yeah bowsers the best series villian but sephiroth is my favorite one game villian well except for kingdom hearts but he isnt the main villian so i say that doesnt count

There was no "official" award, just lists by IGN and surveys and such. Sephiroth has a very high fan base, but it doesn't make him top villain. Has he spent every game he's in trying to kill the main character, and if so, how many games are that? I doubt he'd go after a fat plumber as many times as Bowser (even if he has been reduced to comic relief...) But my point stands firm, he just has a high fanbase, not a true villain status, and the only reason he made it to the top 5 is because of that.
