That's just it. She's not a witch. In Sicilian culture, when somebody does that it is WARDING away evil. Specifically to ward away the Evil Eye. It was often a gesture TOWARD witches. So you see, she wasn't placing a hex on the girl, she was simply showing that the townsfolk are the evil ones, and they're being punished.

They didn't become "horns" til Ronnie James Dio began using them during his metal concerts. :)
