The way to renew the area is to invest in infraestructure like sewers, roads, sidewalks, trasnpotation, etc., and regulate land use so that people can invest in restaurants, houses, condos, etc., not expropiation. That is incorrect. In 2005, the Kelo vs. New London court decision allowed for the first time, the government to take a private citizens land and give it to another private citizen.

Certainly the value of the land is lowered because of the condition of the streets and sewers, etc. The abandonment by the city has certainly lowered the prices of land there. Not to mention that the city is taking the land from a rightful owner and transferring it to another private citizen. Why does the gov't get to choose which citizens are allowed to own land? Eminent domain is supposed to be used for the public good. The decision in Connecticut in the case of Kelo v. The City of New London the Supreme Court ruled that the public good is served if a private business can come in and raise new tax dollars for that region. They also said that the new business coming in does not have to offer any guarantee of success. They can boot people off their land for new tax dollars and do not even have to committ to any type of success.
