it definitely has buds. lots of plants have buds, but this one here in the foreground has single bladed leaves coming off of it midstem. definitely not pot.

There are two plants visible. One certainly has buds. I can't imagine why the photographer framed the shot the way he did unless he wanted to capture the plant.
